RESOLUTION AUTHORIZING A CONTRACT WITH THALNER ELECTRONIC

LABORATORIES FOR THE PURCHASE, INSTALLATION & SERVICE OF

COURTROOM TECHNOLOGY IN THE NEW COURTS BUILDING

RESOLUTION #01-17

WHEREAS, the project budget for the consolidated courts facility includes $550,000 for courtroom technology; and

WHEREAS, the County Board of Commissioners authorized a contract with Applied Legal Technologies, Inc. to develop the specifications for the courtroom technology in consultation with the courts; and

WHEREAS, Requests for Proposals were issued by the Ingham County Purchasing Department; and

WHEREAS, four responses were received, and subsequently evaluated by Applied Legal Technologies, Inc.; and

WHEREAS, Applied Legal Technologies, Inc. has identified Thalner Electronic Laboratories, Inc. as the lowest responsive respondent, and is recommending that they be selected as the vendor for the purchase, installation, and service of the courtroom technology; and

WHEREAS, the County Controller, County Purchasing Director, and Chief Circuit Judge concur in the recommendation.

THEREFORE BE IT RESOLVED, that the Ingham County Board of Commissioners authorizes a contract with Thalner Electronic Laboratories, Inc. for the purchase, installation, and service of the courtroom technology as required in the County's Request for Proposals #62-00 and subsequent Addendums, dated November, 2000, and as proposed in Thalner's response to the RFP, dated December 29, 2000.

BE IT FURTHER RESOLVED, that the amount of the contract is not to exceed $550,000, and that the County Controller is authorized to negotiate, with the concurrence of Applied Legal Technologies, Inc. and the Chief Circuit Judge, the final design and specifications of equipment to be purchased, installed, and serviced.

BE IT FURTHER RESOLVED, that the Board Chairperson and County Clerk are authorized to sign a contract with Thalner Electronic Laboratories, Inc. upon the recommendation of the County Controller and approval as to form by the County Attorney.
