RESOLUTION REGARDING IMPLEMENTATION OF MICHIGAN
CHILD SUPPORT ENFORCEMENT SYSTEM (MICSES)
RESOLUTION #01-19
WHEREAS, the Federal Government, through the Department of Health and Human Services, has mandated that all states develop and implement one statewide child support collection system; and
WHEREAS, the Federal Government has further mandated that each state have one central office for the physical collection and disbursement of child support funds; and
WHEREAS, the State of Michigan has developed a child support system and has represented that it is in compliance with all federal regulations regarding child support collections and distribution; and
WHEREAS, the State of Michigan is mandating that individual counties implement the existing statewide system known as the Michigan Child Support Enforcement System (MICSES); and
WHEREAS, an agreement has been reached between the State of Michigan and the Ingham County Circuit Court, 30th Judicial Circuit, and set forth in the attached Memorandum of Understanding for the implementation of MICSES in the Ingham County Friend of the Court.
THEREFORE BE IT RESOLVED, that Ingham County Board of Commissioners authorize entering into a Memorandum of Understanding, attached hereto, with the State of Michigan Family Independence Agency to implement the existing statewide system known as the Michigan Child Support Enforcement System (MICSES) in Ingham County with the Family Division of Circuit Court.
BE IT FURTHER RESOLVED, that the State of Michigan will pay all costs associated with implementation of MICSES, except for the interface of MICSES with Courtview 2000, costs for which will be determined and presented to the IJIS Committee and Board of Commissioners for payment from IJIS project funds at a later date.
BE IT FURTHER RESOLVED, that the Ingham County Board of Commissioners authorizes the Board Chairperson and the Chief Circuit Court Judge to sign any necessary contract documents consistent with this resolution and approved as to form by the County Attorney.
BE IT FURTHER RESOLVED, that the Ingham County Board of Commissioners authorizes the Controller to make any necessary budget adjustments in the Ingham County Circuit Court year 2001 budget.
