RESOLUTION TO AUTHORIZE A SECOND AMENDMENT TO THE 2000-2001 CPBC AGREEMENT
RESOLUTION #01-259
WHEREAS, the County annually enters into a Comprehensive Planning, Budgeting, and Contracting Agreement (CPBC) with the Michigan Department of Community Health, with said document setting out the relationship of the County and State related to many public health programs operated in Ingham County or by the Ingham County Health Department; and
WHEREAS, the Board of Commissioners authorized the original 2000-2001 CPBC Agreement in Resolution No. 00-149 and authorized an amendment to increase revenues by $141,249 (to $5,440,637) in Resolution No. 01-90; and
WHEREAS, the State has advised that it is necessary to amend the 2000-2001 CPBC Agreement in order to adjust the related budget prior to the end of the Fiscal Year; and
WHEREAS, the net adjustment is a $144,353 reduction in revenue; and
WHEREAS, the Health Officer has recommended that the Board of Commissioners authorize the amendment.
THEREFORE BE IT RESOLVED, that the Ingham County Board of Commissioners hereby authorizes a second amendment to the 2000-2001 CPBC Agreement with the Michigan Department of Community Health.
BE IT FURTHER RESOLVED, that the amendment shall adjust the budget attachment to the Agreement, resulting in a net revenue reduction of $144,353, reducing total revenues and expenditures from $5,440,637 to $5,296,284, with detail as follows:
$ 5,000 funding increase for FP/STI Coordination Services in the BCCCP Program
$ 14,920 funding increase for FP/STI Direct Services in the BCCCP Program
$ (44,600) funding decrease in BCCCP - Washtenaw County program
$ (26,640) funding decrease in BCCCP Coordination - Ingham/Oakland
$ (34,040) funding decrease in BCCCP Direct Services - Ingham/Oakland
$ 5,704 funding increase for WIC - One time funding
$ (56,758) funding decrease in Child Well Being program
$ (32,670) funding decrease in Medicaid Outreach & Advocacy program
$ 25,000 funding increase for WISEWOMAN Coordination Services in the BCCCP Program
$ (269) funding decrease in Vaccine Replacement program
$(144,353) Net contract increase (decrease)
BE IT FURTHER RESOLVED, that up to $1,800 is authorized to be expended to purchase Cholestech machine to facilitate screening for cholesterol levels for women served by Women's Health Services.

BE IT FURTHER RESOLVED, that the Controller is authorized to make the necessary budget adjustments to implement the resolution.
BE IT FURTHER RESOLVED, that the Board Chairperson is authorized to sign the amendment after review by the County Attorney.
