RESOLUTION AUTHORIZING CONTINUATION OF HEALTH AND DENTAL INSURANCE PREMIUMS FOR CERTAIN RESERVISTS



RESOLUTION #01-298



WHEREAS, the United States President has activated a number of Reserve and National Guard Units to augment the active armed Forces of the United States; and



WHEREAS, employees of the County of Ingham who are members of the Reserve and National Guard components of military service have been and may be subject to activation in conjunction with this national emergency; and



WHEREAS, the County's payment of any premium for health or dental insurance for such activated employees would currently cease upon their removal from the active payroll and placement on military leave of absence; and



WHEREAS, the County desires to lessen the hardships on such Reserve and National Guard component members and their families by extending payment of premium for health and dental insurance for an additional ninety (90) days.



THEREFORE BE IT RESOLVED, that the County of Ingham shall continue the group health and dental insurance premiums for employees that are members of Reserve and National Guard military components that are activated for a period of ninety (90) days after such employees are removed from the active payroll and placed on a military leave of absence. This continuation of premiums shall be applicable to activated military Reserve and National Guard employees that were eligible to be covered under the County's group and dental insurance and were actually participating in such policies at the date of their activation.



BE IT FURTHER RESOLVED, that this health and dental insurance premium continuation benefit shall be effective immediately in the case of managerial and non-union employees, and shall be effective upon the date of concurrence by the applicable collective bargaining representative to such benefit in the case of unionized employees.



BE IT FURTHER RESOLVED, to be eligible for these extraordinary benefits the employee must have exhausted all his/her accumulated annual leave.



BE IT FURTHER RESOLVED, the Controller's office shall explore the possibility of reducing County costs for coordinated benefits.



BE IT FURTHER RESOLVED, that this benefit will only be provided to persons who do not have comparable insurance coverages available.

BE IT FURTHER RESOLVED, that the provisions of this policy shall expire on July 1, 2002.



BE IT FURTHER RESOLVED, that prior to the expiration of the policy, the Administrative Services/Personnel Committee shall review the continued need for the policy.
