RESOLUTION REQUESTING THE DEVELOPMENT OF SHORT TERM STRATEGIES

TO REDUCE EXPENDITURES OR INCREASE REVENUES IN THE

2002 ADOPTED BUDGET



RESOLUTION #01-375



WHEREAS, the Board of Commissioners has been advised of unanticipated decreases in revenues supporting the recently adopted 2002 Ingham County Budget, including $262,560 in state revenue sharing; $139,642 in court equity funding; $195,604 in support of Adolescent and Teen Health Centers; $120,484 in Worksite Wellness Programs; and $395,000 in interest earnings; and



WHEREAS, there are potentially additional revenue losses in 2002, including reductions in Friend of the Court Incentive payments; jail reimbursement; and secondary road patrol; and



WHEREAS, it is advisable to attempt to identify short term strategies and budgetary recommendations to reduce General Fund expenditures in 2002 to the level of revised General Fund revenue estimates and to insure that the General Fund balance will not be decreased.



THEREFORE BE IT RESOLVED, that the County Controller is to work with offices, departments, courts, and others receiving county appropriations as necessary to attempt to identify short term expenditure reductions and/or revenue increases for the 2002 general fund budget totaling $1,997,000;



BE IT FURTHER RESOLVED, that those working to identify short term expenditure reductions are encouraged to consider identifying salary attrition; reducing operating expenses; deferring non-critical capital improvement items; and other short term strategies previously identified by the Board of Commissioners in Resolution 92-72;



BE IT FURTHER RESOLVED, that a resolution proposing the expenditure reductions or revenue increases totaling $1,997,000 are to be presented to the Board of Commissioners through its regular committee process which precedes the January 22, 2002 regular Board meeting.
