RESOLUTION TO ADJUST THE HEALTH DEPARTMENT'S 2001 BUDGET AND TO PURCHASE PORTABLE COMPUTERS FOR VISION AND HEARING SCREENING TECHNICIANS



RESOLUTION #01-45



WHEREAS, Vision and Hearing Screening Technicians annually examine thousands of pre-school and school children in Ingham County; and



WHEREAS, it is necessary to record the test results, report them to the State of Michigan and make referrals for diagnosis and treatment when deficiencies are discovered; and



WHEREAS, the current method of recording and reporting is for the Technicians to make hand written reports that are transcribed to computer records by clerical staff in the Health Department; and



WHEREAS, Washtenaw County has piloted a project to allow Hearing and Vision Screening Technicians to directly enter test results into a data base on a laptop computer, which is uploaded to reporting electronic systems to make referrals and to report to the State of Michigan; and



WHEREAS, the Health Officer supports the recommendation of the supervisory staff for the Hearing and Vision Screening Program that the 2001 budget be amended to eliminate a part-time Community Health Representative II position (UAW TOPS D), established in Resolution No. 00-256 and to use the funds to purchase the computer equipment and software to implement the Washtenaw County model.



THEREFORE BE IT RESOLVED, that the Ingham County Board of Commissioners authorizes an adjustment in the Health Department's FY 2001 budget to eliminate a part-time Community Health Representative II position in the Public Health Nursing Unit and to transfer $15,000 from the salary and fringe benefit line items that supported the position into Office Equipment and Furniture.



BE IT FURTHER RESOLVED, that the MIS Director is authorized to purchase laptop computers and software to support the automation of the recording and reporting functions of the Hearing and Vision Screening Program, not to exceed $15,000.



BE IT FURTHER RESOLVED, that the Controller is authorized to adjust the Health Department's 2001 budget to implement this resolution.
