RESOLUTION TO AMEND THE ADMINISTRATIVE SERVICES AND MEDICAL SERVICES AGREEMENTS WITH THE INGHAM HEALTH PLAN CORPORATION



RESOLUTION #02-022



WHEREAS, Ingham County entered into agreements with the Ingham Health Plan Corporation in November 2000 to provide administrative support services to the Corporation and medical services to the enrolled population; and



WHEREAS, the IHP Corporation elected to extend the Agreements on a month to month basis until September 30, 2002; and



WHEREAS, the IHP Corporation has proposed to amend the Administrative Services Agreement in order to adjust the compensation paid to Ingham County; and



WHEREAS, the IHP Corporation has proposed to amend the Medical Support Services Agreement in order to broaden the scope of services, adjust the compensation paid to the County and to allow for reimbursement for outpatient services; and



WHEREAS, the Health Officer has recommended that the Board of Commissioners authorize the amendments.



THEREFORE BE IT RESOLVED, that the Ingham County Board of Commissioners authorizes an amendment to the Administrative Services Agreement with the Ingham Health Plan Corporation, originally authorized by Resolution No. 00-257, to change the compensation paid to Ingham County.



BE IT FURTHER RESOLVED, that the amendment to the Administrative Services Agreement shall provide that the Corporation compensate the County the following rates and amounts for the administrative services provided by the Health Department under the Agreement:



$4.50 for each enrollee in the Program during a month, other than an enrollee enrolled in the IHP Kids Program.



$2.50 for each enrollee enrolled in the IHP Kids Program during a month.



$0.85 fee for each claim processed related to specialty medical care services arranged for enrollees assigned to the County for such services under an Agreement for Medical Services Support for the Ingham Health Plan. This fee represents, and should not exceed, the costs to the County for payments to a third party administrator for use of its claims adjudication and payment software.



Not to exceed $75,000.00 for obligations incurred by the County pursuant to subcontracts approved by the Corporation with community organizations for the purpose of promoting the Program and to recruit new enrollees in the Program.



Not to exceed $15,000.00 for printing and distribution of member and provider manuals, booklets, brochures and materials.



BE IT FURTHER RESOLVED, that the Ingham County Board of Commissioners authorizes an amendment to the Medical Support Services Agreement to broaden the scope of services, adjust the compensation paid to Ingham County and to allow reimbursement for outpatient services.



BE IT FURTHER RESOLVED, that the amendment to the Medical Services Support Agreement shall provide that the Corporation pay the County the following rates and amounts for services provided by the Health Department under the Agreement.



$12.75 per month for each enrollee, other than an enrollee enrolled in the IHP Kids Program, assigned to the Health Department who does not meet the qualification of the State Medical Plan.



$22.00 per month for each enrollee assigned to the Health Department who meet the qualifications of the State Medical Plan.



$7.00 per month for each enrollee enrolled in the IHP Kids Program.



$9.50 per month for each enrollee for specialty care services. In addition, $4.00 per month for each State Medical Plan enrollee for speciality care services, for the cost of providing or arranging for hospital admissions, discharges and visits to persons enrolled by the Corporation in the Program but not assigned to the Health Department, not to exceed $35,000 per year.



$100,000 per quarter for dental care services, notwithstanding the number of enrollees assigned to the Health Department.



$10,000.00 for the intervention program in smoking cessation.



BE IT FURTHER RESOLVED, that the Board Chairperson is authorized to sign the amendment documents after review by the County Attorney.
