RESOLUTION TO AUTHORIZE A LOCAL COUNCIL FOR THE EARLY LEARNING OPPORTUNITIES GRANT AND APPLICATION



RESOLUTION #02-167



WHEREAS, a comprehensive community plan for a universal and high-quality early childhood education and care system has been developed by a collaborative group of community agencies; and



WHEREAS, the State of Michigan awarded the Ingham Intermediate School District (IISD) a grant to collaboratively begin implementing the Ingham County initiative, known as "All Children Connected to Succeed (ACTS)" as authorized in Resolution #01-108; and



WHEREAS, the Ingham County Human Services Advisory Committee (recognized by the state as the multi-purpose collaborative body) through the 0-5 Sub-Committee has been coordinating this community initiative; and



WHEREAS, the U.S. Department of Health and Human Services has announced the availability of funds for Early Learning Opportunity Act (ELOA) grants; and



WHEREAS, these ELOA grants will be awarded to communities that demonstrate inter-agency cooperation and commitment to promoting learning readiness of young children; and



WHEREAS, applicant communities must have a designated Local Council and a designated fiduciary agency for the purposes of enhancing early literacy, improving early learning programs, and strengthening linkages to health services,



WHEREAS, the Health Officer supports the development of an Early Learning Opportunity Act grant application, and the designation of the Ingham County Human Services Advisory Committee's 0-5 Subcommittee as the ELOA Local Council and the Ingham Intermediate School District the ELOA fiduciary agency.



THEREFORE BE IT RESOLVED, that the Ingham County Board of Commissioners authorizes the designation of the Ingham County Human Services Advisory Committee, 0-5 Sub-Committee as the designated Local Council for the Early Learning Opportunity Act effective June 1, 2002.



BE IT FURTHER RESOLVED, that this Local Council may develop and submit a grant application to the U.S. Department of Health and Human Services for an Early Learning Opportunity Act grant.



BE IT FURTHER RESOLVED, that the Ingham County Board of Commissioners designates the Ingham Intermediate School District as the fiduciary agency for the Early Learning Opportunity Act grant application for Ingham County.
