RESOLUTION ENCOURAGING THE STATE LEGISLATURE TO CHANGE THE METHOD OF PROPERTY TAXATION FOR MANUFACTURED HOUSING LOCATED WITHIN LICENSED HOUSING PARKS



RESOLUTION #02-183



WHEREAS, manufactured homes within manufactured housing parks generate less revenue for local government and school district services than do other types of housing; and



WHEREAS, the cost of required local government and school district services, including the infrastructure and facilities necessary to support the residents of such parks, are often above and beyond the taxes paid by these developments; and



WHEREAS, this discrepancy creates an inequitable burden on property tax paying owners of other types of housing; and

WHEREAS, the reason for this discrepancy in revenue generation is due to the method of property taxation for manufactured housing located within licensed housing parks.



THEREFORE BE IT RESOLVED, that the Ingham County Board of Commissioners encourages the State Legislature to change the method of property taxation for manufactured housing located within licensed housing parks to the method used in the taxation of housing not located within said housing parks.



BE IT FURTHER RESOLVED, that the Clerk is directed to send a copy of this resolution to the Representatives and Senators representing Ingham County, and to the Michigan Association of Counties.
