INGHAM COUNTY BOARD OF COMMISSIONERS



RESOLUTION TO AUTHORIZE A 2002-2003 CAP GRANT SUBCONTRACT WITH THE INGHAM HEALTH PLAN CORPORATION



RESOLUTION #02-256



WHEREAS, the Ingham Health Plan Corporation (IHPC) was awarded a Community Access Program grant in 2001-2002 and subcontracted with Ingham County to build capacity to support the operation of the Ingham Health Plan and other indigent health plans and to implement a patient visit redesign project in two health centers; and



WHEREAS, the U.S. Department of Health and Human Services has announced the award of a 2002-2003 CAP grant to the Ingham Health Plan Corporation; and



WHEREAS, the IHPC proposes to subcontract with Ingham County to continue to build capacity to support the implementation of indigent health plans and to continue the patient visit redesign project; and



WHEREAS, the Health Officer has recommended that the Ingham County Board of Commissioners authorize the subcontract with the IHPC.



THEREFORE BE IT RESOLVED, that the Ingham County Board of Commissioners authorizes a subcontract with the Ingham Health Plan Corporation to accept funds from the Corporation's Federal Community Access Program grant to build capacity to support the development and operation of indigent health plans and to continue the implementation of the patient visit redesign project.



BE IT FURTHER RESOLVED, that the period of the subcontract will be September 1, 2002 through August 31, 2003 and that the Ingham Health Plan Corporation will make available to Ingham County up to $286,229 to support the work identified above.



BE IT FURTHER RESOLVED, that the following grant-funded positions will be established:



Program Specialist - ICEA

Community Health Representative II - UAW TOPS

Public Health Nurse II - ICEA PHN Unit



BE IT FURTHER RESOLVED, that up to $16,000 is authorized to be expended to support building renovation and the purchase of computer and communication equipment necessary to implement the activities identified in the subcontract, using standard County purchasing procedures.

BE IT FURTHER RESOLVED, that the Controller is authorized to adjust the Health Department's 2003 budget to implement this resolution.



BE IT FURTHER RESOLVED, that the Board Chairperson is authorized to sign the subcontract after review by the County Attorney.
