RESOLUTION TO AUTHORIZE A REORGANIZATION IN THE BUREAU OF COMMUNITY HEALTH SERVICES

RESOLUTION #02-297

WHEREAS, the Bureau of Community Health Services is large and complex, including a network of community health centers and a unit administering health plan benefits for about 25,000 persons; and

WHEREAS, the Health Officer has recommended a reorganization of the Health Department that would create two bureaus from the existing Bureau of Community Health Services; and

WHEREAS, the Human Resources Department has evaluated the positions affected by the reorganization and has proposed proper classifications; and

WHEREAS, the funding to support the changes in classifications is included in the CAP grant that has already been authorized by the Board of Commissioners; and

WHEREAS, the Health Officer has recommended that the Board of Commissioners authorize the reorganization.

THEREFORE BE IT RESOLVED, that the Ingham County Board of Commissioners hereby authorizes a reorganization in the Health Department, creating two bureaus from the existing Bureau of Community Health Services.

BE IT FURTHER RESOLVED, that position number HLHADO003 shall receive a title change from Director, Bureau of Community Health Services to Deputy Director, and this position shall manage the Bureau of Community Health Services and the Bureau of Health Plan Management, and shall serve on an interim basis as the Director of the Bureau of Community Health Services.

BE IT FURTHER RESOLVED, that position number HLHCAN001 shall be reclassified from Director of Health Plan Management to Director, Bureau of Health Plan Management, with a resulting change in salary grade from M-12 to M-13

BE IT FURTHER RESOLVED, that position number HLHCAN011 shall be reclassified from ICEA PRO 07, Health Educator II, to Outreach, Enrollment and Redetermination Coordinator, ICEA PRO 08.

BE IT FURTHER RESOLVED, that position number HLHEDC012 shall be reclassified from UAW TOPS D, Secretary-Health Department, to Plan Management Assistant, UAW TOPS E.

BE IT FURTHER RESOLVED, that position number HLHADM018 shall have the title changed from Systems Analyst/Health to Information Systems Coordinator.

BE IT FURTHER RESOLVED, that the Controller is authorized to amend the Health Department's 2003 budget to implement these changes.
