RESOLUTION TO AUTHORIZE ACCEPTANCE OF $125,000 COMPREHENSIVE STRATEGIES IMPLEMENTATION GRANT FROM THE JUVENILE JUSTICE GRANT UNIT OF THE MICHIGAN FAMILY INDEPENDENCE AGENCY



RESOLUTION #02-307



WHEREAS, the Ingham County/City of Lansing Youth Violence Prevention Coalition is established to coordinate youth violence prevention programming in the City of Lansing and Ingham County; and



WHEREAS, the Ingham County/City of Lansing Youth Violence Prevention Coalition has been designated by the Ingham County Board of Commissioners as the monitoring and advisory body for implementation of their comprehensive strategy for preventing and treating delinquency; and



WHEREAS, the Ingham County Board of Commissioners has previously authorized the acceptance and use of a $47,000 Comprehensive Strategies Planning Grant and subcontracted the professional and technical services to the Michigan Council on Crime and Delinquency to meet the objectives of the grant; and



WHEREAS, the Comprehensive Strategies Planning Project has been completed creating a five-year plan and an application for Comprehensive Strategy Title II funding has been submitted to the MFIA Juvenile Justice Grant Unit; and



WHEREAS, the amount of the grant will be $125,000 for a one year grant period designated in the application as 10/01/02 through 09/30/03 and no local matching funds are required for the grant to be awarded; and



WHEREAS, the Ingham County/City of Lansing Youth Violence Prevention Coalition has requested, the Ingham County/Michigan State University Extension represent Ingham County as the fiduciary for these funds in the event they are awarded to Ingham County; and



WHEREAS, the Ingham County/City of Lansing Youth Violence Prevention Coalition is recommending that the Ingham County Board of Commissioners continue its practice of awarding a sole source subcontract to the Michigan Council on Crime and Delinquency to continue to provide the professional and technical services for the Comprehensive Strategies project because of its experience and unique capacity to provide these services.



THEREFORE BE IT RESOLVED, that the Ingham County Board of Commissioners authorize a contract for Comprehensive Strategy Title II funding with the MFIA Juvenile Justice Grant Unit in the amount of $125,000 for the time period of October 1, 2002 through September 30, 2003.



BE IT FURTHER RESOLVED, that the Ingham County Board of Commissioners authorizes a subcontract with the Michigan Council on Crime and Delinquency for professional and technical services to meet the objectives of the MFIA Comprehensive Strategies project grant in the amount of $125,000 for the time period of one year according to the following schedule of services and associated costs:



(116 hours x $ 75 = $8,700)



2) Data assessment of service needs for at-risk delinquent youth in Ingham County.

Compile report.

(450 hours x $75 = $33,750)

4) Assist Ingham County Juvenile Court on developing a common needs assessment tool.

BE IT FURTHER RESOLVED, the County Controller is authorized to amend the 2002 Ingham County MSU Extension budget to add $125,000 in accordance with this resolution.

BE IT FURTHER RESOLVED, that the Chairperson of the Ingham County Board of Commissioners and the County Clerk are authorized to sign any necessary contract documents consistent with this resolution and approved as to form by the County Attorney.
