RESOLUTION TO AUTHORIZE A REDUCTION OF BEDS AT THE INGHAM COUNTY CORRECTIONAL FACILITY AND A REDUCTION IN RELATED EXPENSES



RESOLUTION #02-53

WHEREAS, the Ingham County Correctional Facility has a design rated capacity of 575 beds, with 472 beds dedicated for local purposes and with 103 beds being leased to the state for several years; and



WHEREAS, the 2002 Ingham County budget anticipated $1,000,000 in revenues from this lease, and has budgeted personnel and other expenses associated with this lease; and



WHEREAS, the Michigan Department of Corrections has unexpectedly removed their inmates from the jail effective January 22, 2002; and



WHEREAS, as a result there is a revenue loss to the 2002 county budget exceeding $1 million on an annual basis; and



WHEREAS, the Sheriff and Undersheriff have been authorized by previous Board resolution to attempt to negotiate a contract or contract(s) for alternate leases; and



WHEREAS, it has been determined that should a contract or contracts not be negotiated within a reasonable time frame, it will be necessary to reduce the expenses associated with the operation of the jail in order to reduce the unexpected financial loss to the county.



THEREFORE BE IT RESOLVED, that, if by March 1, 2002, the Sheriff's Office is unable to negotiate a contract or contracts for the lease of up to a total of 103 beds at the Ingham County Correctional Facility, as previously authorized, the Ingham County Board of Commissioners hereby authorizes the closing of a 64 bed post; the elimination of 39 beds in cells which are double bunked, the elimination of five (5) Correctional Officer Positions, and the elimination of other expenses related to maintaining the jail beds being eliminated.



BE IT FURTHER RESOLVED, that with these reductions in beds and related expenses, that the design rated capacity of the Ingham County Correctional Facility is hereby reduced to 472, and that the budget and staffing approved by the Board of Commissioners is appropriate for 472 beds.

BE IT FURTHER RESOLVED, that the 472 beds previously provided for local purposes shall remain available for local purposes.



BE IT FURTHER RESOLVED, that 5 Correction Officer positions are hereby eliminated, along with the other expenses associated with the elimination of 103 beds, for a total reduction of $442,486.

BE IT FURTHER RESOLVED, that a reduction in the budgeted revenues of the county reflecting a loss of $1,000,000 is also authorized.

BE IT FURTHER RESOLVED, that the Board of Commissioners commends the Sheriff and Undersheriff for their efforts to negotiate alternative contracts for the lease of beds, and encourages them to continue their efforts.



BE IT FURTHER RESOLVED, that the Ingham County Board of Commissioners requests the continued cooperation of all Circuit and District Court Judges, the Sheriff's Office, the Prosecutor's Office, all law enforcement agencies, and Community Corrections in maintaining the local population of the county jail at no more than 472 beds.



BE IT FURTHER RESOLVED, that the Ingham County Board of Commissioners authorizes the Controller to make the necessary budget adjustments and Position Allocation List amendments, and to report the impact of these adjustments to the Finance Committee once made.
