RESOLUTION HONORING FRANK RUSSELL

RESOLUTION #03-123

WHEREAS, Frank Russell began his employment with Ingham County on February 27, 1980 as a Paraprofessional in the Grants Department, he later transferred to the Manpower Department, then Probate Court; and

WHEREAS, in March of 1981, he began serving as an Investigator in the Prosecuting Attorney's Office; and

WHEREAS, during his tenure with Ingham County, Frank served as Vice President of the Central Michigan Family Support Council in 1982 - 83 and President of the Central Michigan Family Support Council from 1983 - 84 and 1994-95; and

WHEREAS, from 1982-83, he chaired the ad hoc committee to develop the first statewide council for child support participants, an organization whose primary goal was to bring personnel together for uniform training and to allow staff from throughout the state to meet and network on child support issues; and

WHEREAS, Frank served as a presenter at the Prosecuting Attorney's Coordinating Council's winter meetings held at the MacMullin Conference Center in Roscommon, Michigan, and at the Crystal Mountain Resort in Thompsonville, Michigan from 1984 - 97; and

WHEREAS, he has served as a board member on the Michigan Family Support Council from 1985 - 03, where he has held the position of Site Chairperson for the Council 18 of the 20 years it has been in existence and was elected President from 1983 - 85 and 2001 - 02; and

WHEREAS, Frank held the position of President of the Ingham County Employee's Association from 1987 - 99 and served on the Ingham County Health and Safety Committee from 1995 - 98; and

WHEREAS, after 23 years of dedicated service to the County of Ingham, Frank Russell is retiring from his position as Investigator at the Prosecuting Attorney's Office.

THEREFORE BE IT RESOLVED, that the Ingham County Board of Commissioners hereby honor Frank Russell for his years of dedication and commitment to the County of Ingham and for the contributions he has made to the citizens of Ingham County.
