RESOLUTION MAKING APPOINTMENTS TO THE INGHAM

�COMMUNITY HEALTH CENTER BOARD

RESOLUTION #03-013

WHEREAS, Ingham County operates a network of community health centers that provide primary care and categorical public health services to about 25,000 persons; and

WHEREAS, the Health Officer has recommended and the Human Services Committee has supported the submission of a proposal to the Federal Bureau of Primary Health Care Services to designate the County's community health center network with Federally Qualified Health Center (FQHC) Lookalikestatus; and

WHEREAS, the FQHC Lookalike status would provide the County with cost-based reimbursement for services provided to Medicaid eligible persons and would provide the County with full-cost reimbursement for expenses related to outreach to Medicaid eligible and low income, uninsured persons; and

WHEREAS, a condition of FQHC Lookalike status is the existence of a Board providing oversight to the health center; and

WHEREAS, the Human Services Committee has worked for nearly a year with the Health Department and the County Attorney to structure a relationship with a proposed Ingham Community Health Center (ICHC) Board and has given preliminary approval to a proposed set of Bylaws for the ICHC Board and a proposed Cooperative Operating Agreement between the Board of Commissioners and the ICHC Board; and

WHEREAS, the Health Department is submitting the proposal for FQHC Lookalikestatus to the US Department of Health and Human Services, Bureau of Primary Health Care Services and the ICHC Board must be appointed and operational in order for FQHC Lookalike status to be granted.

THEREFORE BE IT RESOLVED, that the Ingham County Board of Commissioners makes the following four (4) appointments to the eleven (11) person Ingham Community Health Center Board, these members representing important knowledge and information about the community and/or the operation of health centers

RESOLUTION #03-013

BE IT FURTHER RESOLVED, that these appointments and the operation of the Ingham Community Health Center Board are contingent upon the attainment of Federally Qualified Health Center Lookalike status or the award of a Federally Qualified Health Center grant.

BE IT FURTHER RESOLVED, that the specific role and responsibilities of the Ingham Community Health Center Board shall be as established in the ICHC Board Bylaws, adopted by the Board of Commissioners, (Resolution 02-294) and by a Cooperative Operational Agreement to be executed between the Ingham County Board of Commissioners and the Ingham Community Health Center Board.
