RESOLUTION AUTHORIZING A CONTRACT FOR THE USE OF A STANDARDIZED RISK/NEEDS ASSESSMENT INSTRUMENT BY THE FAMILY DIVISION OF THE CIRCUIT COURT



RESOLUTION #03-326



WHEREAS, THE Ingham County Board of Commissioners authorized a contract with the Center for Criminal Justice Research (ccjR), the University of Cincinnati to evaluate the Ingham County Juvenile Corrections System as the Ingham County Juvenile Justice Advisor; and



WHEREAS, the Center for Criminal Justice Research (CCJR), the University of Cincinnati has presented their Final Report on the Ingham County Juvenile Corrections System and recommendations; and



WHEREAS, one of the foremost recommendations was the "Ingham County Juvenile Justice systems needs to implement a system of assessment" through a standardized risk/needs assessment instrument for youth referred to the Family Division of Circuit Court; and



WHEREAS, the Family Division and Ingham County Board of Commissioners wishes to proceed with the review and implementation of an agreement with a vendor for the use of a standardized risk/needs assessment instrument by the Family Division of the Circuit Court.



THEREFORE BE IT RESOLVED, that the Ingham County Board of Commissioners authorizes a contract with an appropriate vendor for the use of a standardized risk/needs assessment instrument including training, software, and other related costs as recommended by the Family Division of the Circuit Court at a cost not to exceed $40,000 on an annual basis.



BE IT FURTHER RESOLVED, that the Family Division of Circuit Court will present their organizational plans for the administration and implementation of this standardized risk/needs assessment instrument to the Judiciary Committee.



BE IT FURTHER RESOLVED, that the Chairperson of the Ingham County Board of Commissioners and the County Clerk are authorized to sign any necessary contract/purchase documents consistent with this resolution and approved as to form by the County Attorney.



BE IT FURTHER RESOLVED, that the funds will come from the Juvenile Justice Millage budget.
