INGHAM COUNTY BOARD OF COMMISSIONERS

RESOLUTION TO AUTHORIZE CIRCUIT COURT, FAMILY DIVISION TO AMEND THE 2003/04 CHILD CARE FUND BUDGET AND CONTRACT WITH HIGHFIELDS, INC. TO EXPAND THE StART PROGRAM

RESOLUTION #04-111

WHEREAS, the Ingham County Board of Commissioners is currently contracting for a 12-bed short-term residential treatment program with Highfields, Inc.; and

WHEREAS, the Family Court seeks additional capacity to provide short-term residential treatment beds and sanctions, and Highfields, Inc. has the ability to increase StART bed capacity services by 12 additional beds for a total of 24 beds, and

WHEREAS, the administration of the Family Division and Highfields, Inc. have collaboratively worked together to both provide appropriate treatment and sanctions for youth within the juvenile justice system, and have worked to incorporate within the StART program the program recommendations of the University of Cincinnati Center for Criminal Justice as submitted in their report of November 2003.

THEREFORE BE IT RESOLVED, that the Ingham County Board of Commissioners authorizes amending the current contract with Highfields, Inc. for expansion of the StART program from the current 12 beds to 24 beds with the maximum cost increasing from $537,687 to $861,348 or an additional appropriation of $323,661 from April 1, 2004 through September 30, 2004, requiring an increase in the Child Care Fund of $161,830.50 and an increased appropriation from the Juvenile Justice Millage in the amount of $161,830.50.

BE IT FURTHER RESOLVED, that the Chairperson of the Ingham County Board of Commissioners, and the County Clerk be authorized to sign any contract documents consistent with this resolution subject to the approval as to form by the County Attorney.

BE IT FURTHER RESOLVED, that the Controller is authorized to make necessary budget adjustments as authorized by this resolution to the Child Care Fund portion of the Family Division budget for the indicated term.
