RESOLUTION AUTHORIZING A CONTRACT WITH XYBIX SYSTEMS INC. FOR THE PUBLIC SAFETY RADIO COMMUNICATIONS SYSTEM PROJECT CONSOLE FURNITURE PURCHASE



RESOLUTION #04-137



WHEREAS, the Ingham County Board of Commissioners has established a 911 Emergency Telephone Dispatch Services Fund for Management and System Improvements to the County Emergency Dispatch System; and



WHEREAS, the Ingham County Board of Commissioners has approved the replacement and upgrade of the Public Safety Radio Communications System in Ingham County; and



WHEREAS, the Ingham County Purchasing Department and Project Manager prepared and submitted an RFP for this portion of the Public Safety Radio Communications System Project and Xybix Systems Inc.'s proposal was selected as the desired proposal; and

WHEREAS, the Public Safety Radio Communications System budget contained $199,500 for the replacement of the 911 Centers' console furniture; and



WHEREAS, the 911 Advisory Board is recommending that the Ingham County Board of Commissioners fund this request from the 911 Emergency Telephone Dispatch Services - 911 Fund for Management and System Improvements and have verified that it meets the standards as established by the Ingham County Emergency Telephone Services Policy.



THEREFORE BE IT RESOLVED, that the Ingham County Board of Commissioners authorizes the expenditure of up to $ 191,415 from the 911 Emergency Telephone Dispatch Services budget for Management and System Improvements for the Public Safety Radio Communications System Project Console Furniture Purchase and a contract with Xybix Systems Inc. at a cost not to exceed $191,415 for the time period of May 1, 2004 through December 31, 2004.



BE IT FURTHER RESOLVED, that any portion of the remaining funds in the Public Safety Radio Communications System's budget for the replacement of the 911 Centers' console furniture project not to exceed $8,085 may be used for unbudgeted costs related to the installation of the console furniture provided that the Lansing and/or East Lansing 911 Director(s) certify that the request is necessary to complete the replacement of the 911 Centers' console furniture project and provide sufficient detail of the nature of the request and the amount to the Project Manager and the Controller's Office for approval prior to the funds being expended.



BE IT FURTHER RESOLVED, that the Controller is authorized to make the necessary budget adjustments in the 911 Fund as authorized by this resolution.



BE IT FURTHER RESOLVED, that the Controller is authorized to make the necessary disbursements of the furniture to the Lansing and East Lansing 911 Centers for their use related to 911 Emergency Telephone Dispatch Services.

BE IT FURTHER RESOLVED, that the Chairperson of the Ingham County Board of Commissioners and the County Clerk are authorized to sign any necessary purchase/contract documents consistent with this resolution and approved as to form by the County Attorney.
