INGHAM COUNTY BOARD OF COMMISSIONERS

RESOLUTION AUTHORIZING AMENDMENTS AND CONTINGENCY FUND APPROPRIATION TO THE CIRCUIT COURT/ FAMILY DIVISION - FRIEND OF THE COURT BUDGET

WHEREAS, because of a shortfall in State estimated incentive payments from FIA to the Ingham County Friend of the Court, as well as the inability to collect statutory fees from clients because of the implementation of the new MiCSES child support system, an anticipated shortfall of $337,086 has been created in the 2004 budget of the Ingham County Friend of the Court; and

WHEREAS, the Ingham County Friend of the Court has presented a "restructuring" of some programs effectuating cost savings, as well as a reduction in other expenditures which if adopted, will result in a net income loss of $179,178 which needs to be met with an additional appropriation from the continency fund in order to meet budgeted expenses.

THEREFORE BE IT RESOLVED, that the Ingham County Board of Commissioners approves the Friend of the Court's budget amendment proposal including the elimination of the two Parenting Time Advocate positions as follows:

1. Parenting Time Advocate position #FOCRMBG03 eliminated, effective immediately.

Change from: Parenting Time Advocate, Salary grade PRO06

Change to: New: Senior Enforcement Specialist CRP Grant Position Level PRO06 Effective July 1, 2004

2. Line item 14200-943000, MIS Office Equipment Service Charge, shall be reduced from $208,439 to $140,000, for a net General Fund savings of $68,439.

3. A gross reduction in postage and computer supplies of $30,000 resulting in a net $10,000 General Fund reduction.

4. Gross reduction in personnel costs due to staff attrition of $57,263 or a net General Fund reduction of $19,469.

BE IT FURTHER RESOLVED, that the Ingham County Board of Commissioners authorizes

an appropriation of $179,178 from the 2004 Contingency Fund to the 2004 Friend of the Court Budget.

BE IT FURTHER RESOLVED, that the Controller is directed to make the necessary adjustments to the 2004 budget and position allocation list as authorized by this resolution.
