INGHAM COUNTY BOARD OF COMMISSIONERS

RESOLUTION TO AUTHORIZE A SECOND YEAR CONTRACT BETWEEN INGHAM COUNTY MSU EXTENSION AND THE MICHIGAN FAMILY INDEPENDENCE AGENCY (MFIA) FOR A JUVENILE JUSTICE TITLE V PREVENTION GRANT AND ASSOCIATED SUBCONTRACTS

RESOLUTION #04-224

WHEREAS, Ingham County/MSU Extension in cooperation with the City of Lansing and the City of Lansing/Ingham County Youth Violence Prevention Coalition has applied to the Michigan Family Independence Agency (MFIA) for a second year Title V Juvenile Justice Prevention Grant totaling $150,000 to provide prevention programs that target youth and families living in and near the Baker-Donora Neighborhood; and

WHEREAS, it is anticipated this will be a four year project requiring annual re-authorization and contract renewal and the second year grant period will be from August 1, 2004, through July 31, 2005; and

WHEREAS, $100,000 cash will be provided in federal funds through MFIA, $50,000 cash match and will be provided by the City of Lansing for a project budget of:

Personnel $42,123.00

Supplies/operating $46,797.00

Travel $ 3,000.00

Consultant/contractual $58,080.00

Total $150,000.00

WHEREAS, in order to implement the grant, a full-time Project Coordinator and a part-time Project Assistant and several other part time, temporary staff positions will be required.

THEREFORE BE IT RESOLVED, that Ingham County Board of Commissioners authorizes a contract between Ingham County MSU Extension and the Michigan Family Independence Agency (MFIA) to implement the second year Title V grant for a total budget of $150,000 including a $100,000 grant with a local match of $50,000 for the time period of August 1, 2004, through July 31, 2005.

BE IT FURTHER RESOLVED, that Ingham County Board of Commissioners authorizes a sub-contract between Ingham County MSU Extension and the City of Lansing in the amount of $50,000 to provide the local cash match required in the main contract with MFIA for the time period of August 1, 2004, through July 31, 2005.

BE IT FURTHER RESOLVED, that Ingham County MSU Extension be authorized to employ a necessary, temporary project staff not to exceed $42,123 as follows:

Computer Instructor $2,717

Life Skills Instructor $2,226

Two Parent Training Instructors (@ $4,125) $8,250

Sports League Coordinator $9,790

Summer Youth Enrichment Coordinator $8,470

BE IT FURTHER RESOLVED, that contingent on receiving the MFIA grant, Ingham County MSU Extension be authorized to contract with Community Mental Health to employ a full time Prevention Project Coordinator at a total cost not to exceed $48,080 for the time period of August 1, 2004 through July 31, 2005.

BE IT FURTHER RESOLVED, that contingent on receiving the MFIA grant, Ingham County MSU Extension is authorized to seek bids and sub-contract for evaluation services for the second year Title V Project consistent with the MFIA main contract and not to exceed $10,000 for the time period of August 1, 2004 through July 31, 2005.

BE IT FURTHER RESOLVED, that the County Controller be authorized to amend the 2004/05 Ingham County MSU Extension budget to account for the MFIA grant and any subcontracts related to the grant.

BE IT FURTHER RESOLVED, that the Chairperson of the Ingham County Board of Commissioners and the County Clerk are authorized to sign any necessary contract documents consistent with this resolution and approved as to form by the County Attorney.
