INGHAM COUNTY BOARD OF COMMISSIONERS

 

 RESOLUTION AUTHORIZING A LEASE WITH THE BOARD OF WATER AND LIGHT FOR A NEW COMMUNICATION TOWER FOR THE

INGHAM COUNTY RADIO COMMUNICATIONS SYSTEM PROJECT

 

RESOLUTION #04-263

 

WHEREAS, the Ingham County Board of Commissioners has established a 911 Emergency Telephone Dispatch Services Fund for Management and System Improvements to the County emergency dispatch system; and

 

WHEREAS, the Ingham County Board of Commissioners adopted Resolution #03-324 to accept the M/A-COM, Inc. Final System Design as recommended by the Ingham County 911 Advisory Committee and MLJ Consulting, Inc. to replace and upgrade the Public Safety Radio Communications System in Ingham County; and

 

WHEREAS, the Project Manager, MLJ Consulting Inc. identified the current Board of Water and Light Pennsylvania Avenue tower as a prime communication tower site for the Ingham County Radio Communications System Project; and

 

WHEREAS, a structural analysis of the existing tower indicated that the existing tower was not suitable for the additional load required for the Ingham County Radio Communications System Project; and

 

WHEREAS, the Board of Water and Light completed an RFP process and the Board of Water and Light and  the City of Lansing have agreed to cost share with the County to replace the tower with a new tower that meets the requirements of  the Board of Water and Light and Ingham County; and

 

WHEREAS, the Project Manager, MLJ Consulting, Inc., and the 911 Advisory Board are recommending that the Ingham County Board of Commissioners fund this cost sharing lease agreement from the 911 Emergency Telephone Dispatch Services - 911 Fund for Management and System Improvements.

 

THEREFORE BE IT RESOLVED, that the Ingham County Board of Commissioners authorizes  the expenditure of 50% of  the costs, not to exceed $85,000  from the 911 Emergency Telephone Dispatch Services - 911 fund for Management and System Improvements for Ingham County’s Radio Communications System Project and the costs associated with constructing and occupying via a  perpetual lease the new  Board of Water & Light Pennsylvania Ave. Communication Tower.

 

BE IT FURTHER RESOLVED, that the Chairperson of the Ingham County Board of Commissioners and the County Clerk are authorized to sign any necessary contract /lease documents with the City of Lansing and/or Board of Water and Light consistent with this resolution and approved as to form by the County Attorney.
