ADOPTED - SEPTEMBER 28, 2004

Agenda Item No. 34

Introduced by the County Services and Finance Committees of the:

INGHAM COUNTY BOARD OF COMMISSIONERS

RESOLUTION RESPONDING TO THE DUES INCREASE PROPOSED BY THE TRI-COUNTY REGIONAL PLANNING COMMISSION

RESOLUTION #04-277

WHEREAS, the Tri-County Regional Planning Commission has proposed a dues increase to cover the costs of  modeling and monitoring required because of the region’s designation as an ozone non-attainment area; and

WHEREAS, failure to meet the modeling and monitoring requirements jeopardizes future transportation funds coming into the region; and

WHEREAS, the Board of Commissioners has reviewed the proposal made by TCRPC as well as the alternatives, and determined that an increase in dues, combined with the use of STP funds for modeling  and monitoring requirements, is the most financially appropriate means of obtaining funds for this purpose.

THEREFORE BE IT RESOLVED, that the Board of Commissioners does not support the dues increase proposed by  TCRPC  in its letter of July 28, 2004, however, it would consider the alternative proposal (the Second Alternative for Consultant and Staffing Combined), which involves some dues increase ($5,500) combined with the use of STP funds.

BE IT FURTHER RESOLVED, that the County Clerk is directed to send a copy of this resolution to the Tri-County Regional Planning Commission, the Ingham County Road Commission, City of East Lansing, City of Lansing, Clinton County and Eaton County, and Meridian Township.
