RESOLUTION SUPPORTING THE USE OF SURFACE TRANSPORTATION PROGRAM FUNDS AND DUES INCREASE BY THE TRI-COUNTY REGIONAL PLANNING COMMISSION

 

RESOLUTION #04-300

 

WHEREAS, the Tri-County Regional Planning Commission (TCRPC) submitted to the Board of Commissioners a proposal for a dues increase to cover costs of modeling and monitoring requirement in its letter of July 28, 2004; and

 

WHEREAS, the Board of Commissioners, at its September 28, 2004 meeting, adopted Resolution #04-277 which did not support the dues increase proposed by the TCRPC, but indicated a willingness to considered the alternative proposal outlined by TCRPC; and

 

WHEREAS, the alternative proposal identified in Resolution #04-277 used a smaller dues increase ($5,500) for staff costs combined with the use of Surface Transportation Program (STP) funds for consultant costs; and

 

WHEREAS, the TCRPC passed a motion at its September 29, 2004 meeting to request support for the use of STP funds to pay the consultant modeling costs for FY 2005 and for a dues increase to pay the cost of hiring and training a new staff person to perform TCRPC’s modeling requirements; and

 

WHEREAS, the TCRPC request is for support of the alternative proposal which the Board of Commissioners stated in Resolution #04-277 it would consider; and

 

WHEREAS, the Board of Commissioners has considered the most recent request of the TCRPC and wishes to support the final alternative.

 

THEREFORE BE IT RESOLVED, that the Ingham County Board of Commissioners supports the use of STP funds to pay the consultant modeling costs for FY 2005 and a dues increase to pay the cost of hiring and training a new staff person to perform TCRPC’s modeling requirements as proposed by the TCRPC in its letter dated October 1, 2004.

 

BE IT FURTHER RESOLVED, that the County Clerk is directed to send a copy of this resolution to the TCRPC, the Ingham County Road Commission, City of East Lansing, City of Lansing, Clinton County, Eaton County and Meridian Township.
