RESOLUTION TO APPLY FOR A BROWNFIELD ASSESSMENT GRANT FROM THE U.S. ENVIRONMENTAL PROTECTION AGENCY

 

RESOLUTION #04-316

 

WHEREAS, Ingham County has been incorporated since 1838 and has been the location of numerous human activities that introduced contamination into the environment; and

 

WHEREAS, Ingham County supports sustainable economic development and especially if the development involves the re-use of previously developed property; and

 

WHEREAS, there are an unknown number of sites that contain contamination from hazardous materials and petroleum products; and

 

WHEREAS, the State of Michigan adopted the Brownfield Redevelopment Act (Public Act 381 of 1996 as amended by P.A. 145 of 2000 and P.A. 727 of 2002); and

 

WHEREAS, the Ingham County Board of Commissioners’ Resolution #01-328 created the Ingham County Brownfield Redevelopment Authority (ICBRA); and

 

WHEREAS, the ICBRA presented a workshop on brownfield redevelopment on March 8, 2004 for the elected and appointed officials of the tri-county region at which the Regional Director of the Chicago Office of the Environmental Protection Agency (EPA) became acquainted with Ingham County, the ICBRA and its staff; and

 

WHEREAS, the workshop has stimulated the interest of local communities in Ingham County to redevelop suspected brownfield sites; and

 

WHEREAS, the EPA has announced a competitive grant process to fund the inventory, characterization, assessment, conduct planning, and community involvement related to brownfield sites which will remove the stigma associated with those sites and make them marketable to developers.

 

THEREFORE BE IT RESOLVED, that the Ingham County Board of Commissioners authorizes the Ingham County Brownfield Redevelopment Authority to file an application with the EPA for a hazardous materials assessment grant and for a petroleum assessment grant in the amount of  $200,000 each.

 

BE IT FURTHER RESOLVED, that the Ingham County Board of Commissioners approves the inclusion in the grant application of a contract amount not to exceed $15,000 with Economics Consulting Services, LLC in order to provide continuity with EPA’s Regional Director and utilize the network of relations with local communities.

 

BE IT FURTHER RESOLVED, that final acceptance of this grant is subject to the approval by the Board of Commissioners.

 

BE IT FURTHER RESOLVED, that the Board Chairperson and the County Clerk are authorized to sign any necessary documents associated with this grant application.
