  RESOLUTION DIRECTING STAFF TO SOLICIT NEW PROPOSALS FOR INMATE VISITATION AND PUBLIC PAY TELEPHONE SERVICE

 

RESOLUTION #04-360

 

WHEREAS, the Ingham County Purchasing Department solicited proposals for inmate, visitation and public pay telephone services; and

 

WHEREAS, the Purchasing Department, County Controller’s Office and the Sheriff’s Office reviewed the responsive proposals and recommended that the County accept the proposal from T-NETIX; and

 

WHEREAS, after review of the recommendation, the Ingham County Board of Commissioners has determined that acceptance of the proposal is not in the best interests of the County, because the RFP and the proposals received did not include an acceptable set of charges for use of the phone service, and because the evaluation criteria of potential vendors did not include consideration of local economic impact.

 

THEREFORE BE IT RESOLVED, that the Ingham County Board of Commissioners rejects the recommendation to award a contract for inmate visitation and public telephone service, as specified in RFP Packet #34-04;

 

BE IT FURTHER RESOLVED, that the County Controller’s Office and the Purchasing Department is directed to solicit new proposals;

 

BE IT FURTHER RESOLVED, that the new proposal process is to include consideration of alternative sets of charges for use of the phone service;

 

BE IT FURTHER RESOLVED, that prior to the solicitation of new proposals, the County Controller is to present to the County Services Committee for its consideration and recommendation to the Board an amendment to the County’s Purchasing Policies which would provide for selection criteria to include local economic impact associated with the selection of a potential vendor.
