RESOLUTION TO AUTHORIZE THE CARRY FORWARD OF 2005 FUNDS AND TO ADJUST THE 2006 HEALTH DEPARTMENT AND THE GENERAL FUND BUDGETS

 

RESOLUTION #06-123

 

WHEREAS, the Health Department closed its 2005 Fiscal Year with a positive budget balance of $2.3 million, which has been confirmed by the Controller’s Office at the 2005 year end closing; and

 

WHEREAS, the Health Department has recommended that $1.3 million of that amount be carried forward to support projects in 2006 and to establish a reserve; and

 

WHEREAS, the Health Officer has recommended that the Ingham County Board of Commissioners authorize the carry forward and the 2006 budget amendment.

 

THEREFORE BE IT RESOLVED, that the Ingham County Board of Commissioners authorizes the carry forward of $1.3 million from the 2005 Health Fund into the County’s 2006 budget, as follows:

 

$400,000 shall be use to establish a reserve in the General Fund, related to the adjudication of Medicaid, Medicare and health insurance payments;

 

$300,000 in the Capital Improvement Project Budget to support renovation of the Health Department space in the Human Services Building;

 

$400,000 in the Capital Improvement Project Budget to support the development of an electronic medical record system within the Health Department’s network of community health centers;

 

$200,000 in the Capital Improvement Project Budget to upgrade the information infrastructure used to manage the Bureau of Health Plan Management.

 

BE IT FURTHER RESOLVED, that the Controller is authorized to adjust the 2006 General Fund and Capital Improvement Project Budget to implement this resolution.
