RESOLUTION APPROVING A COLLECTIVE BARGAINING AGREEMENT WITH

THE UAW ZOO UNIT

 

RESOLUTION #10-253

 

WHEREAS, an agreement has been reached between representatives of  Ingham County and the UAW ZOO UNIT for the period of January 1, 2009 through December 31, 2011 (Attachment); and

 

WHEREAS, the agreement has been ratified by the employees within the bargaining unit; and

 

WHEREAS, the provisions of the agreement have been approved by the County Services and Finance Committees and are within the guidelines established by the Board of Commissioners.

 

THEREFORE BE IT RESOLVED, that the Ingham County Board of Commissioners hereby approves the contract with Ingham County and the UAW Zoo Unit.

 

BE IT FURTHER RESOLVED, that the Chairperson of the Board of Commissioners and the County Clerk are authorized to sign the contract on behalf of the County. 

 

BE IT FURTHER RESOLVED, retro-pay, if applicable, shall not be paid until the contract is signed by both parties.

TENTATIVE AGREEMENT

SUMMARY

 

UAW ZOO UNIT

AND

INGHAM COUNTY

 

            1.  Wage Increase:

 

January 1, 2009: +2% on the base, but no retroactive payment to employees upon execution of the contract because employees did not participate in Ingham County’s health insurance plan during 2009;

 

January 1, 2010: +1% with retroactive payment upon execution of the contract because employees participated in Ingham County’s health plan effective January 1, 2010;

 

                        January 1, 2011: +1%.

 

            2.  Health insurance plan including vision and dental plans identical to Ingham County UAW Unit contract effective January 1, 2010.

 

            3.  Life insurance identical to Ingham County UAW Unit contract effective January 1, 2010.

 

            4.  Holidays identical to Ingham County UAW Unit contract effective January 1, 2010.

 

            5.  Vacation identical to Ingham County UAW Unit contract effective January 1, 2010.

 

            6.  Longevity identical to Ingham County UAW Unit contract effective January 1, 2010.

 

            7.  Leaves of absence identical to Ingham County UAW Unit contract effective January 1, 2010.

 

            8.  Disability plan identical to Ingham County UAW Unit contract effective January 1, 2010.

 

            9.  Travel allowance identical to Ingham County UAW Unit contract effective January 1, 2010.

 

            10.  Reclassification procedure identical to Ingham County UAW Unit contract effective January 1, 2010.

            14.  Retirement - The employees are converted to the MERS plan to two different plans based on date of hire.  Employees hired by the City of Lansing prior to July 1, 2007, participate in a MERS non-standard benefit plan which provides a 2.75 multiplier.  Employees hired by Ingham County on or after July 1, 2007, participate in a MERS B-2 Plan.

 

            15.  Discipline, Grievance Procedure, Seniority, Layoff, Bumping and Recall Rights identical to Ingham County UAW Unit contract effective January 1, 2010.

 

            16.  Remove part-time seasonal employees from the bargaining unit.

 

            17.  Reclassify four (4) maintenance employees from 0300 to 0400 effective the first full pay period following the signing of the contract.

 

            18.  Reclassify three (3) zookeepers from 0300 to 0400 effective the first full pay period following signing of the contract.

 

            19.  President’s Day shall be recognized as a paid holiday effective 2010 regardless of the date of ratification.

 

            20.  The parties agree to continue to meet and negotiate regarding the issue of protection of bargaining unit work.  Any agreement reached (if any) will be set out in a letter of understanding.
