Re: New fees and administrative changes for on-site water supply and sewage
Treatment systems evaluations and installation permits.
On October 1, 2008, the enclosed new fee schedule will become effective. Several of these new fees will be affecting programs that address the evaluation of land for development and the permitting of on-site water supply wells and sewage treatment system.
To develop any parcel of land, an application must be made. There are three separate application fees: one fee for the land evaluation, one fee for a well permit, and one fee for a septic permit. A vacant land application applies to a Arecorded@ parcel of land that has its own individual property description and property identification number. You cannot apply one application to more than one recorded parcel. If you initially have a ten (10) acre parcel and split the ten acres into two (2) parcels recorded with the Register of Deeds Office, you will need two (2) applications, one for each recorded parcel. Our office recommends that you have our office evaluate a parcel before doing any land splits.
Vacant land evaluations done after October 1, 2005 are effective for three years. During this 3 year period, the vacant land evaluation can be used by a new owner of the property for the development of the land, so only a septic permit and a well permit would be required.
Plan review fees for an alternative system plan review will remain for all alternative septic systems.
Ingham County has an on-line application service for vacant land evaluations, well permits, and septic permits for individuals who have access to the internet. Clients will be able to pay application fees with a credit card. Hopefully this will make the application service more convenient.
The fee for sewage system repairs or replacements has been adjusted to meet the cost of delivering this service.

Soil Evaluation: 10/1/07 - 9/30/08 Fee $ 440.00

T After three years, a new application will need to be submitted and the land will have to be reviewed.

T Well and Septic Permits are not transferable to new owner.
