INGHAM COUNTY BOARD OF COMMISSIONERS

 

RESOLUTION TO AUTHORIZE A TRANSFER FROM THE HEALTH FUND TO THE GENERAL FUND FOR MSU EXTENSION

 

RESOLUTION #04-331

 

WHEREAS,  the Ingham County Health Department proposes to utilize the Baker/Donora Focus Center to deliver services to residents of South Lansing, with the specific services described in a “Health Outreach Proposal – A Community Partnership Working with Neighbors in Neighborhoods;” and

 

WHEREAS, MSU Extension/Ingham County Office has agreed to act as the fiduciary agent for the Baker/Donora Focus Center, as the work in the project is strongly related to other work of MSU Extension; and

 

WHEREAS, it is necessary to transfer $42,000 from the Health Fund to the General Fund, to be administered by MSU Extension to deliver grassroots outreach services through the Baker/Donora Focus Center; and

 

WHEREAS, the Health Officer has recommended that the Board of Commissioners authorize the transfer of $42,000 from the FY 2005 Health Fund to the 2004 and 2005 General Fund.

 

THEREFORE BE IT RESOLVED, that the Board of Commissioners authorizes the transfer of $42,000 from the FY 2005 (October 1, 2004 – September 30, 2005) Health Fund to the General Fund, for the purpose of having MSU Extension administer grassroots outreach services through the Baker/Donora Focus Center.

 

BE IT FURTHER RESOLVED, that the $42,000 is intended to support grassroots outreach services delivered through the Baker/Donora Focus Center during the period October 1, 2004 through September 30, 2005 and that any portion of the funds not expended through the 2004 General Fund shall be automatically carried forward to the 2005 General Fund. 

 

BE IT FURTHER RESOLVED, that the responsibilities of MSU Extension for this project shall include:  1) perform all bookkeeping and accounting services associated with the funds, 2) complete and submit all program/service and financial reports identified in the proposal or required by the Health Department, and 3) assure that all expenditures are made consistent with Ingham County administrative procedures and guidelines.

 

BE IT FURTHER RESOLVED, that the Controller is authorized to adjust the 2004 and 2005 budgets of Ingham County/MSU Extension to implement this resolution.

 

BE IT FURTHER RESOLVED, that Ingham County/MSU Extension is authorized to hire the following temporary employees:

 

Project Director, at $20 per hour for five hours per week.

Services Coordinator at $15 per hour for approximately 10 hours per week.

Two (2) Health Outreach Specialists at $12 per hour for approximately 10 hours per week (each).

Smoking Cessation Counselor at $12 per hour for approximately 10 hours per week.
