RESOLUTION TO AUTHORIZE AMENDING THE COMPREHENSIVE STRATEGIES IMPLEMENTATION GRANT FROM THE JUVENILE JUSTICE GRANT UNIT OF THE MICHIGAN FAMILY INDEPENDENCE AGENCY



RESOLUTION #04-134



WHEREAS, the Ingham County/City of Lansing Youth Violence Prevention Coalition (YVPC) is established to coordinate youth violence prevention programming in the City of Lansing and Ingham County; and



WHEREAS, the Ingham County/City of Lansing Youth Violence Prevention Coalition has been designated by the Ingham County Board of Commissioners as the monitoring and advisory body for implementation of their comprehensive strategy for preventing and treating delinquency; and



WHEREAS, a Comprehensive Strategies Planning Project has been completed creating a Five-Year Plan and Comprehensive Strategy; and



WHEREAS, a Title II grant (Juvenile Justice Grant Unit Project # 03-33001), in the amount of $125,000, has been received from the Juvenile Justice Grant Unit of the Michigan Family Independence Agency (MFIA) by Ingham County on behalf of the YVPC to implement the strategies; and



WHEREAS, the grant period was designated October 1, 2002 through September 30, 2003, however, due to unforseen circumstances the project has not yet been completed and $38,300 of the grant funds remain unexpended; and



WHEREAS, a planned program strategy is to complete training that will equip law enforcement officers and others to engage in positive interactions with young people and provide skills for de-escalating situations that may lead to violence; and



WHEREAS, the McCoy Company has provided this type of training for local law enforcement personnel with high levels of success through previous YVPC grant programs and furthermore, through YVPC efforts, the McCoy Violence Interruption Experience (VIE) curriculum is now embedded in the Lansing Community College Police and Fire Academies; and



WHEREAS, a component of the McCoy training is a Training-of-Trainer, which will replenish a pool of trained professional law enforcement and fire fighter personnel to assist Lansing Community College in conducting VIE within the police and fire academies; and



WHEREAS, a grant amendment and extension have been requested of MFIA to complete law enforcement and fire fighter training using the McCoy Company, Violence Interruption Experience curriculum and consulting services, fulfilling a planned program strategy; and



WHEREAS, MFIA has provided a verbal agreement that the amendment request will be authorized and the grant period extended to June 30, 2004; and

WHEREAS, YVPC representatives have recently met with law enforcement and firefighter agency representatives and Mid Michigan Police and Fire Academy representatives and all have indicated an interest in participating in training of this nature, if it were made available; and



WHEREAS, this grant is being administered by Ingham County MSU Extension on behalf of Ingham County and the YVPC; and



WHEREAS, the $38,300 of the grant funds are budgeted in the 2004 Ingham County MSU Extension departmental budget.



THEREFORE BE IT RESOLVED, that contingent upon authorization by MFIA of the comprehensive strategies grant amendment request, the Ingham County Board of Commissioners authorizes a contract amendment with the MFIA Juvenile Justice Grant Unit, to extend the Comprehensive Strategy Title II grant period through June 30, 2004 and utilize the unexpended $38,300 grant funds for the purposes of conducting the McCoy Company Violence Interruption Experience training.



BE IT FURTHER RESOLVED, that the Ingham County Board of Commissioners authorizes a sole source subcontract with the McCoy Company for professional and technical services to meet the objectives of the MFIA Comprehensive Strategies project grant in an amount not to exceed $37,500 in total compensation for the following services:



1. The Subcontractor, shall conduct two, two-day McCoy Basic Violence Interruption Experience training sessions at the Lansing Community College (LCC) campus in downtown Lansing. The persons to receive this training shall include up to forty (40) participants per each two-day training.



2. The Subcontractor, shall conduct the McCoy Violence Interruption Experience, Training of Trainers class at the Lansing Community College Campus in downtown Lansing. The persons to receive this training shall include up to 25 participants who have completed the VIE basic training.



BE IT FURTHER RESOLVED, all remaining grant funds not expended for McCoy Company consultant services will range from $800 to not more than $3,300 and will be used to cover meal and classroom materials' costs associated with the VIE training.

BE IT FURTHER RESOLVED, that the Chairperson of the Ingham County Board of Commissioners and the County Clerk are authorized to sign any necessary contract documents consistent with this resolution and approved as to form by the County Attorney.
