RESOLUTION TO AUTHORIZE ENTERING INTO

A CONTRACT WITH PECKHAM, INC. FOR THE SHORT TERM

FEMALE RESIDENTIAL PROGRAM



RESOLUTION #04-201



WHEREAS, the Ingham County Board of Commissioners directed an RFP process be conducted through Resolution #04-92 to identify Short Term Female Residential Program placements and Transitional placements for Ingham County female youth and also approved $100,000 for this purpose; and



WHEREAS, the Ingham County Purchasing Department and Family Division of Circuit Court have conducted the RFP process, received and evaluated the proposals; and



WHEREAS, the Ingham County Family Court Judges and staff are recommending contracting with Peckham, Inc. to operate the Short Term Female Residential Program for Ingham County female youth, which will serve as a possible alternative to longer term out-of-county/state detention; and



WHEREAS, the program will consist of services predicated on the University of Cincinnati, Center for Criminal Justice Research (CCJR) recommendations for cognitive behavioral therapy. Positive completion of the program will be based on an assessment of the youth's ability to learn and practice specific behavioral skills that have been the focus of the program. Peckham staff will be trained in the delivery of structured treatment activities. Staff will use a combination of behavioral reinforcers and corrective discipline to promote the active participation of such youth in the various activities within the program; and



WHEREAS, it is recommended that the term of the program which will increase capacity by six beds will commence January 1, 2005 and continue through December 31, 2005; and



WHEREAS, the compensation for this program for one year will be no greater than $416,110, dependent on the start up date for the opening of the facility, and the final daily rate agreed to by the staff and Peckham.



THEREFORE BE IT RESOLVED, that the Ingham County Board of Commissioners authorizes entering into a contract with Peckham, Inc. for a maximum cost of $416,110 for the program from January 1, 2005 through December 31, 2005.



BE IT FURTHER RESOLVED, that the Board of Commissioners authorizes the appropriate amendments to the Family Division's Child Care Fund Budget and a net increase of $316,110 in contractual expenses with a corresponding increase of revenues from the Juvenile Justice Millage in the amount of $158,055 and from the State Child Care Fund in the amount of $158,055 effective January 1, 2005.



BE IT FURTHER RESOLVED that the Ingham County Board of Commissioners authorizes the Controller to carry over the funds authorized in resolution #04-92 to the 2004/05 fiscal year and to make the necessary budget adjustments in the Circuit Court 2004/05 Child Care Fund Budget.

BE IT FURTHER RESOLVED, that the Chairperson of the Board of Commissioners and the County Clerk are authorized to sign any contract documents consistent with this resolution subject to the approval as to form by the County Attorney.
