RESOLUTION TO AUTHORIZE ENTERING INTO
A CONTRACT WITH SEQUEL YOUTH SERVICES FOR THE
TRANSITIONAL
FEMALE RESIDENTIAL PROGRAM
RESOLUTION #04-236
WHEREAS, the Ingham County
Family Court Judges and staff have recommended contracting with Sequel Youth
Services, Inc. to operate the Transitional Female Residential Program for Ingham County female youth, which will serve as an after
care program to encourage and facilitate the early return of female delinquent
youth from detention and expand capacity
by six placements; and
WHEREAS, the program will consist of
services predicated on the CCJR recommendations for cognitive behavioral
therapy. The transitional living home for youth
returning to Ingham County will be designed for youth
who either are not yet ready to return to their home, or for other factors are
unable to return to their home, but have completed a program of residential
treatment. The program will also assist
youth returning to the community from residential treatment who no longer need
residential care, but would benefit from community based services. Positive completion of the program will be
based on an assessment of the youth’s ability to learn and practice specific
behavioral skills that have been the focus of the program. Sequel staff will be trained in the delivery
of structured treatment activities.
Staff will use a combination of behavioral reinforcers
and corrective discipline to promote the active participation of such youth in
the various activities within the program; and
WHEREAS, it is recommended that the term of the
program will commence after
WHEREAS, the compensation for this program will be no
greater than $497,500 per annum, dependent on the "start up date" for
the opening of the facility with a final "daily rate" agreed to by
the staff and Sequel Youth Services.
THEREFORE BE IT RESOLVED, that
the Ingham County Board of Commissioners authorizes
entering into a contract with Sequel Youth Services at a maximum cost of
$497,500 for the program from
BE IT FURTHER RESOLVED, that the Board of
Commissioners authorizes the Controller to make the appropriate amendments to
the Family Divisions Child Care Fund budget and a net increase of up to
$497,500 in contractual expenses with a corresponding increase of revenues from
the Juvenile Justice Millage in the amount of up to
$248,750 and from the State Child Care Fund in the amount of up to $248,750
effective during the time period of October 1, 2004 through September 30, 2005.
