RESOLUTION EXTENDING A WAIVER OF THE REQUIREMENTS OF THE INGHAM COUNTY
LIVING WAGE POLICY FOR CATHOLIC SOCIAL SERVICES OF LANSING/ST.VINCENT HOME
RESOLUTION #04-347
WHEREAS, the Ingham County Board of Commissioners adopted Resolution #03-168, which established a policy requiring certain contractors to pay their employees a living wage; and
WHEREAS, the policy provides that a non-profit human services agency may
request a waiver of the provisions of the policy if it believes that the
application of the policy would cause economic harm to the agency in a fashion
that would result in the harm created by application of the policy outweighing
the benefits of applying this policy; and
WHEREAS, Catholic Social Services of Lansing/St. Vincent Home, Inc. (CSS) requested a waiver in 2003, which was granted by the Board of Commissioners through adoption of Resolution #03-247; and
WHEREAS, an extension of the waiver has been requested; and
WHEREAS, CSS has demonstrated progress towards implementing living wage requirements, including the development of a timetable and plan to achieve same.
THEREFORE BE IT RESOLVED, that the Ingham County Board of Commissioners grants an extension of the waiver of the requirements of the Ingham County Living Wage Policy to Catholic Social Services of Lansing/ St. Vincent Home, Inc., subject to the following conditions:
1. The waiver is extended for the period of January 1, 2005 through December 31, 2005, contingent upon CSS adjusting the salary ranges for full time employees and part time employees working regularly more than five hours per week, and making less than the living wage, by a minimum of 6%, effective January 1, 2005;
2. The waiver is extended for the period of January 1, 2006 through December 31, 2007, contingent upon CSS adjusting the salary ranges for full time employees and part time employees working regularly more than five hours per week, and making less than the living wage, by a minimum of 6%, effective January 1, 2006;
3. The waiver is extended for the period of January 1, 2007 through December 31, 2008, contingent upon CSS adjusting the salary ranges for full time employees and part time employees working regularly more than five hours per week, and making less than the living wage, by a minimum of 6%, effective January 1, 2007;

4. Further annual extensions of the waiver may be granted if it is demonstrated that the salary range adjustments are made as above and if the effect of the adjustments is to significantly move the salary ranges into compliance with the Living Wage Policy.
BE IT FURTHER RESOLVED, that CSS shall annually provide the County Controller with certification as to the salary ranges implemented for 2005, 2006, and 2007.
BE IT FURTHER RESOLVED, that the County Controller shall report to the County Services Committee no later than October 30, 2005 and 2006 as to the progress which has been made with moving the specified salary ranges into compliance with the Living Wage Policy.
BE IT FURTHER RESOLVED, that CSS shall make any future requests for waiver at least 60 days prior to the end of the last waiver period.
