INGHAM COUNTY BOARD OF COMMISSIONERS

 

RESOLUTION TO APPROVE THE MICHIGAN DEPARTMENT OF STATE POLICE, EMERGENCY MANAGEMENT DIVISION 2004 AND 2005 STATE HOMELAND SECURITY GRANT/LAW ENFORCEMENT TERRORISM PREVENTION PROGRAM GRANT FUNDS FOR COMMUNICATION EQUIPMENT

 

RESOLUTION #05-359

 

WHEREAS, the Ingham County Board of Commissioners approved the acceptance of the 2005 State Homeland Security Grant/Law Enforcement Terrorism Prevention Program in January of 2005 through Resolution

#05-224; and

 

WHEREAS, the Ingham County Office of Emergency Services, working with the LEPC and other local government officials, has identified and prioritized a revised program plan and budget to support mitigation efforts through the acquisition of equipment, training, and the solution area planner support funding through this grant; and

 

WHEREAS, the purpose of the mitigation efforts supported by this grant is to enhance the safety of the citizens of Ingham County and reduce the loss of property and life resulting from a CBRNE event; and

 

WHEREAS, the 911 Advisory Board has recommended that the Ingham County Board of Commissioners authorize the purchase of some communication equipment through the Homeland Security funds.

 

THEREFORE BE IT RESOLVED, that the Ingham County Board of Commissioners approves the use of 2004 and 2005 State Homeland Security Grant/Law Enforcement Terrorism Prevention Program Grant funds, to purchase communication equipment through Homeland Security funds, at a total cost not to exceed $25,817 from surplus 2004 Homeland Security Grant funds, with the balance to come from the 2005 Homeland Security Grant.

 

BE IT FURTHER RESOLVED, that the Ingham County Board of Commissioners directs the Controller to make the necessary budget adjustments in the Ingham County Sheriff’s Office Emergency Operations 2004 and 2005 Homeland Security Grant fund budgets.

 

BE IT FURTHER RESOLVED, that subcontracts will be prepared for the  Tri-County Medical Control Authority for up to $5,940 and the Lansing-Mason Area Ambulance for up to $19,877, which will require the use of the equipment for the stated purpose, and for these agencies being responsible for all costs associated with the maintenance, repair and support for all the equipment they receive.

 

BE IT FURTHER RESOLVED, that the Ingham County Board of Commissioners authorizes the Board Chairperson and the County Clerk to sign any necessary contract/subcontract documents that are consistent with this resolution and approved as to form by the County Attorney.
