RESOLUTION TO AUTHORIZE A “REDUCING YOUTH SMOKING RATES” GRANT FROM BLUE CROSS BLUE SHIELD AND BLUE CARE NETWORK OF MICHIGAN

 

RESOLUTION #07-261

 

WHEREAS, Blue Cross Blue Shield and Blue Care Network of Michigan has partnered with the American Lung Association of Michigan and Tobacco Free Michigan to provide a comprehensive tobacco prevention program to middle and high schools in an effort to reduce youth tobacco use; and

 

WHEREAS, the Ingham County Health Department is committed to reducing tobacco use among youth; and

 

WHEREAS, the Blue Cross Blue Shield and Blue Care Network of Michigan has announced a grant of $50,000 to the Ingham County Health Department as a part of its “Reducing Youth Smoking Rates” program; and

 

WHEREAS, a major focus of the “Reducing Youth Smoking Rates” program involves a counter-marketing media campaign leveraged by local dollars; and

 

WHEREAS, the Health Officer has recommended that the Ingham County Board of Commissioners accept the “Reducing Youth Smoking Rates” program grant and authorize actions and expenditures included in the proposal to the Blue Cross Blue Shield and Blue Care Network.

 

THEREFORE BE IT RESOLVED, that the Ingham County Board of Commissioners accept the “Reducing Youth Smoking Rates” program grant from Blue Cross Blue Shield and Blue Care Network of Michigan.

 

BE IT FURTHER RESOLVED, that the period of the grant shall commence on September 1, 2007 and shall continue through August 31, 2008.

 

BE IT FURTHER RESOLVED, that the Blue Cross Blue Shield and Blue Care Network of Michigan shall provide Ingham County with $50,000 during the grant period to implement the actions, activities, events, and services included in the Ingham County “Reducing Youth Smoking Rates” program proposal.

 

BE IT FURTHER RESOLVED, that a subcontract is authorized for $25,000 with the Capital Area Community Media Center to conduct youth advocacy training workshops, develop a counter-marketing youth media campaign, and purchase media spots as required by Blue Cross Blue Shield and Blue Care Network of Michigan.

 

BE IT FURTHER RESOLVED, that the Controller, on the recommendation of the Health Officer, is authorized to utilize grant funds to reimburse County employees for travel and other expenses related to the “Reducing Youth Smoking Rates” program as included in the proposal and budget, utilizing the standard procedures and reimbursement rates set out in polices adopted by the Board of Commissioners for Ingham County Employees.

 

BE IT FURTHER RESOLVED, that the Chairperson of the Ingham County Board of Commissioners is authorized to sign any budget contract documents as prepared by or approved as to form by the County Attorney consistent with this resolution.
