RESOLUTION DIRECTING THE ENVIRONMENTAL AFFAIRS COMMITTEE TO

COORDINATE EFFORTS FOR INGHAM COUNTY’S

UNITED STATES COOL COUNTIES CLIMATE STABILIZATION GOAL

 

RESOLUTION #08-293

 

WHEREAS, on February 26, 2008, the Ingham County Board of Commissioners adopted Resolution #08-41 in support of a United States Cool Counties Climate Stabilization Goal; and

 

WHEREAS, by resolution, the Board agreed to take several immediate steps, including the following:

 

1)      Create an inventory of our county government operational greenhouse gas emissions and implement policies, programs and operations to achieve significant, measurable and sustainable reduction of those emissions;

 

2)      Work with local, state, and federal governments and other leaders to reduce county geographical greenhouse gas emissions to 80% below current levels by 2050 by developing a GHG emissions inventory and regional plan; and

 

WHEREAS, several county departments including, the Facilities Department, the Environmental Health Department and the Parks Department, as well as the Drain Commissioner’s Office, and the Ingham County Road Commission, have explored activities related to greenhouse gas reduction, but there has been no coordinated effort in response to Resolution #08-41.

 

THEREFORE BE IT RESOLVED, in order to initiate a focused, systematic process to achieve the steps in Resolution #08-41, the County Services Committee of the Ingham County Board of Commissioners hereby directs the Environmental Affairs Committee to collect information necessary to develop a baseline emissions inventory of greenhouse gas emissions in county operations, to track Ingham County’s efforts related to greenhouse gas emissions reduction, and to make notes of known regional climate change impacts in mid-Michigan. 

 

BE IT FURTHER RESOLVED, that the information will be presented to the County Services Committee on behalf of the Ingham County Board of Commissioners in June, 2009, from which the Board can initiate policies to reduce operational emissions per the targets in Resolution #08-041.
