INGHAM COUNTY BOARD OF COMMISSIONERS

RESOLUTION RE-AUTHORIZING PARTICIPATION IN THE GREATER LANSING REGIONAL COMMITTEE ON PHASE II (GLRC) AND RE-APPOINTING THE DRAIN COMMISSIONER OR HIS DESIGNEE AS THE COUNTY'S REPRESENTATIVE

RESOLUTION #08-078

WHEREAS, the Ingham County Board of Commissioners, in Resolution #04-146, authorized participation in the Lansing area's regional approach to prevention of non-point source pollution of stormwater; and

WHEREAS, the County and its Drain Commissioner have been required to obtain a Certificate of Coverage from the State Department of Environmental Quality under an applicable National Pollutant Discharge Elimination System Permit for county drains and county properties constituting Municipal Separate Storm Sewer Systems (MS4s); and

WHEREAS, the Certificates of Coverage issued in 2003 expire in 2008; and

WHEREAS, the communities involved in the regional approach to stormwater pollution prevention believe that the approach using the Greater Lansing Regional Committee (GLRC) on Phase II has been cost-effective and useful; and

WHEREAS, the changed requirements of Certificates of Coverage to be issued for 2008-2013 have necessitated changes in the 2004 "Memorandum of Understanding," including the creation of "Associate Members;” and

WHEREAS, the annual budget for the Committee is estimated to continue to run approximately $4,000 per year per full member, and Ingham County's contribution is budgeted through 2008.

THEREFORE BE IT RESOLVED, that the Ingham County Board of Commissioners hereby re-authorizes participation in the GLRC as recommended by the Drain Commissioner.

BE IT FURTHER RESOLVED, that the Ingham County Drain Commissioner or his designee is appointed to represent the County on the GLRC.

BE IT FURTHER RESOLVED, that the Board Chairperson and the County Clerk are authorized to sign the final version of the attached revised Memorandum of Agreement, subject to approval as to form by the County Attorney.
