INGHAM COUNTY BOARD OF COMMISSIONERS

 

RESOLUTION IN OPPOSITION TO HOUSE BILLS 5251 AND 5252 AND

IN SUPPORT OF A REVIEW OF REVENUE INCREASES AS WELL AS EXPENDITURE REDUCTIONS AS PART OF A COMPREHENSIVE AND MORE BALANCED STATE OF MICHIGAN BUDGET SOLUTION

 

RESOLUTION #09-320

 

WHEREAS, the State of Michigan is facing a severe challenge in balancing its budget; and

 

WHEREAS, the State of Michigan is considering cuts to local governments that will impact needed services to include Health, Education and Safety; and

 

WHEREAS, specific cuts to Revenue Sharing for Counties will have a devastating impact on the ability of Counties to deliver vital services to the Citizens; and

 

WHEREAS, in order to minimize the effect of this budget crisis on Ingham County and all State residents who rely on the vital services provided by or funded by the State of Michigan, both expense reductions and revenue enhancements need to be implemented; and

 

WHEREAS, the future economic recovery of Michigan is dependent on strong State and local government services being available to its residents. 

 

THEREFORE BE IT RESOLVED, that the Ingham County Board of Commissioners is in opposition to House Bills 5251 and 5252, which would reduce Revenue Sharing for the Counties to FY2003-04 levels.

 

BE IT FURTHER RESOLVED, that the Ingham County Board of Commissioners is in support of a comprehensive review of the State of Michigan tax reform.

 

BE IT FURTHER RESOLVED, that the Ingham County Board of Commissioners is also in support of a review of an increase to the State of Michigan's revenues as opposed to only expenditure cuts to support the necessary services provided by the State and local governments as part of a comprehensive and more balanced budget solution.

 

BE IT FURTHER RESOLVED, that the Ingham County Board of Commissioners supports the State of Michigan in tax reform and review of revenues to provide for the future financial recovery of the State of Michigan.

 

BE IT FURTHER RESOLVED, that the County Clerk shall send copies of this resolution to Governor Jennifer Granholm, the Ingham County State Legislative Delegation, and the Michigan Association of Counties.
