RESOLUTION ACCEPTING A GRANT FROM THE U.S. DEPARTMENT OF JUSTICE OFFICE OF COMMUNITY ORIENTED POLICING SERVICES

 

RESOLUTION #09-434

 

WHEREAS, Senator Debbie Stabenow's Office contacted Ingham County to offer the opportunity to apply for project funding under the 2009 federal omnibus budget appropriation process; and

 

WHEREAS, the Board of Commissioners and County Staff worked to identify and propose possible projects; and

 

WHEREAS, Ingham County was notified that up to $500,000 in funding would be made available for public safety technology initiatives, including tethers and video surveillance; and

 

WHEREAS, to officially accept the grant and begin receiving reimbursement for costs incurred, it is necessary to sign and return the award document to the Office of Community Oriented Policing Services by December 20, 2009.

 

THEREFORE BE IT RESOLVED, that the Ingham County Board of Commissioners authorizes a public safety technology grant from the U.S. Department of Justice Office of Community Oriented Policing Services, for the time period of December 21, 2009 through December 31, 2010.

 

BE IT FURTHER RESOLVED, that the U.S. Department of Justice Office of Community Oriented Policing Services will provide Ingham County with a total of up to $500,000 for the implementation of public safety technology initiatives.

 

BE IT FURTHER RESOLVED, that up to $88,430.55 in grant funds is authorized to utilize AT&T/IDSolutions to add 64 existing security cameras at the Ingham County Jail to the IP network, and connect to the ONSSI running on the virtual server located at the Sheriff's Office, as well as purchase and install 37 new cameras.

 

BE IT FURTHER RESOLVED, that up to $21,495.96 in grant funds is authorized to utilize AT&T/IDSolutions to add all existing cameras at the Ingham County Youth Center to the IP network as well as add 12 new cameras at the facility.

 

BE IT FURTHER RESOLVED, that up to $188,422.52 in grant funds is authorized to add four (4) base bid edge switches from Netarx as part of the project to replace core network infrastructure.

 

BE IT FURTHER RESOLVED, that up to $85,982.50 in grant funds is authorized to add one (1) base bid core switch from Netarx for the Mason East Campus as part of the project to replace core network infrastructure.

 

BE IT FURTHER RESOLVED, that up to $115,668.47 in grant funds is authorized to allow for a minimum of 19 low-income offenders to participate at any one time in the electronic monitoring tether program, and amend the contract with Sentinel Offender Services through December 31, 2010, using generally accepted federal standards for determining low income eligibility.

BE IT FURTHER RESOLVED, that the Controller/Administrator is authorized to make any necessary budget adjustments.

 

BE IT FURTHER RESOLVED, that the Board Chairperson, County Clerk and Sheriff are authorized to sign the grant agreement after review and approval as to form by the County Attorney.

 

BE IT FURTHER RESOLVED, that the Board Chairperson and County Clerk are authorized to sign any additional necessary contractual or purchase agreements related to this grant award after review and approval as to form by the County Attorney.
