INGHAM COUNTY BOARD OF COMMISSIONERS

RESOLUTION AUTHORIZING A BUDGET ADJUSTMENT TO

THE 2010 POTTER PARK ZOO CAPITAL IMPROVEMENT RHINO PROJECT

RESOLUTION #10-047

WHEREAS, in the 2008 and 2009 approved Potter Park Zoo Budget requests, funded by the Potter Park Zoo Millage, $830,000 was approved for the expansion and renovation of the Rhino Exhibit; and

WHEREAS, the Potter Park Zoo Society has pledged $200,000 to the Rhino Exhibit, for a total project budget of $1,030,000; and

WHEREAS, to date $41,939 has been spent on professional fees leaving a project balance of $988,061; and

WHEREAS, the Potter Park Zoo Board, the Ingham County Parks and Recreation Commission, and the Ingham County Board of Commissioners recommended hiring Ehresman Associates of Troy, Michigan to develop architectural and engineering plans; and

WHEREAS, Ehresman Associates has presented staff with preliminary plans with estimated construction costs of 1.3 to 1.8 million dollars; and

WHEREAS, staff has reviewed the plans and made adjustments to the exhibit that will enable Potter Park Zoo to complete the project for 1.3 million dollars; and

WHEREAS, the Association of Zoos and Aquariums, through its Species Survival Plans, has recognized the excellent work done with Black Rhinoceros at Potter Park Zoo and recommended that Potter Park Zoo receive two Black Rhinos; and

WHEREAS, the improvements, additions, and enhancements to the Rhino exhibit will improve Rhino husbandry and the visitor experience; and

WHEREAS, to complete this project an additional $312,000 is needed; and

WHEREAS, the Potter Park Zoo Board supported this concept with the passage of Resolution #01-10 at their January 5, 2010 Board meeting, and the Parks & Recreation Commission supported this concept with the passage of a resolution at their January 25, 2010 Board meeting; and

WHEREAS, these budget adjustments preserve a projected 2010 fund balance of $546,968.

THEREFORE BE IT RESOLVED, the Ingham County Board of Commissioners authorizes the following transfers from the Potter Park Zoo 2010 approved budget line items, funded by the Potter Park Zoo Millage, to the Potter Park Zoo Rhino Project line item 258-69900-977000-0714Z for a total of $312,000:

Ø $35,000 / 258-69200-740000-30000

Ø $15,000 / 258-69200-740000-31000

Ø $15,000 / 258-69300-740000-34000

Ø $10,000 / 258-69300-740000-37000

Ø $45,000 from the building repair & maintenance line item 258-69300-931000-37000;

Ø $192,000 from the fund balance line item 258-00000-390000.
