RESOLUTION TO AUTHORIZE THE POWER OF WE CONSORTIUM TO ADMINISTER THE INGHAM COUNTY COMMUNITY AGENCY PROCESS AND MAKE SPECIFIC FUNDING RECOMMENDATIONS TO THE BOARD OF COMMISSIONERS
RESOLUTION #10-163
WHEREAS, since 1978, the Ingham County Board of Commissioners has provided financial support to various non-profit community organizations that provide a broad range of services for the purpose of advancing the County’s adopted long-range objectives; and
WHEREAS, over the years the community agency process has grown to over 30 applicants requesting funding, with total requests of approximately $300,000 annually; and
WHEREAS, the Ingham County Board of Commissioners desires to make the process of awarding community agency funding more efficient and effective and to assist in helping funded agencies develop their capacity to respond; and
WHEREAS, the Power of We Consortium has an existing capacity building program that assists nonprofit community agencies striving for sustainability by building their leadership, revenue development, program development, community engagement, and organizational capacity.
THEREFORE BE IT RESOLVED, that funding allocated for the Community Agency process for FY 2011, will be awarded as part of the Power of We Consortium’s capacity building program to offer training and technical assistance to successful applicants for the purpose of building their capacity to respond, develop self-sufficiency and increase their ability to provide services to the identified areas of need.
BE IT FURTHER RESOLVED, that the Ingham County Board of Commissioners authorizes 2011 applications for community agency funding to be evaluated based on the County’s long-term objective of “Assisting in Meeting Basic Needs,” to include applications from organizations who provide services to vulnerable populations and Ingham County residents in need of food, shelter, prescription medications, and utility assistance.
BE IT FURTHER RESOLVED, that the Power of We Consortium is authorized to evaluate, rank, and determine funding levels for each grantee’s comprehensive capacity building plan as a recommendation for approval by the Human Services Committee.
BE IT FURTHER RESOLVED, no agency shall receive more than 15% of the total available funding for community agencies in FY 2011.
BE IT FURTHER RESOLVED, that this resolution is effective contingent upon approval by the Power of We Consortium Investors Steering Committee.
