INGHAM COUNTY BOARD OF COMMISSIONERS

RESOLUTION TO AUTHORIZE AN ADJUSTMENT TO THE 2010 CAPITAL IMPROVEMENT BUDGET AND ESTABLISH A MASTER PLAN FOR THE INGHAM COUNTY FAIRGROUNDS AND AWARD A CONTRACT WITH C2AE

RESOLUTION #10-247

WHEREAS, the Ingham County Fair Board’s mission is “to maintain a high quality facility through the optimal use of resources and meet the customer's needs for staging agricultural, cultural, and educational and entertainment events; paying special attention to ensure that each experience is unique”; and

WHEREAS, the Ingham County Fair Board is expected to be self-sufficient, establishing an operating budget based on revenue generated through the use of the grounds; and

WHEREAS, in order to achieve the Fair Board’s mission and the goal of being self-sufficient, the Fair Board has recommended the creation of a comprehensive master plan to assess future development and maintenance needs and market opportunities; and

WHEREAS, the Fair Board sought proposals for the development of a master plan and evaluated all proposals submitted; and

WHEREAS, the Ingham County Fairgrounds has $100,000 left in its 2010 Capital Improvement Budget for building maintenance and grounds improvements targeted for electrical projects and has determined a master plan is a priority before any additional electrical enhancements are completed on the Fairgrounds.

THEREFORE BE IT RESOLVED, that the Board of Commissioners hereby approves a transfer of $48,850.00 from the Fair Electrical Upgrade project to be used to contract for the development of a master plan for the Ingham County Fairgrounds.

BE IT FURTHER RESOLVED, that the Ingham County Board of Commissioners authorizes the Controller/Administer to make the necessary budget adjustments.

BE IT FURTHER RESOLVED, that the Ingham County Board of Commissioners hereby approves the contract to develop a master plan be awarded to C2AE, 725 Prudden Street, Lansing, MI 48906, a registered local vendor.

BE IT FURTHER RESOLVED, that the Ingham County Board of Commissioners authorizes the Board Chairperson and the County Clerk to sign the necessary documents that are consistent with this resolution and approved as to form by the County Attorney.
