RESOLUTION TO PARTICIPATE IN THE PREPARATION OF A TRI-COUNTY REGION HAZARD MITIGATION PLAN BY THE TRI-COUNTY REGIONAL PLANNING COMMISSION

WHEREAS, the U.S. Federal Emergency Management Agency (FEMA) will be requiring communities to have updated, local hazard mitigation plans in place or in process of being prepared by August, 2011 in order to be eligible for FEMA grants for hazard mitigation; and
WHEREAS, the Michigan Department of State Police, Emergency Management Division is recommending communities in Michigan to prepare these plans and has identified agencies that could prepare the plans; and
WHEREAS, the Emergency Management Coordinators of Clinton County, Eaton County, Ingham County, and Delta Township met representatives of the Michigan State Police and the Tri-County Regional Planning Commission to explore a joint cooperative planning process by the Regional Planning Commission for application for the Hazard Mitigation Grant Program funds and subsequent preparation of a Regional Hazard Mitigation Plan; and
WHEREAS, the unanimous consensus of the four Emergency Management Coordinators is to proceed in preparing those plans through a joint cooperative planning process by the Tri-County Regional Planning Commission with funding provided by Michigan State Police and FEMA; and
WHEREAS, it is expected that a Regional Hazard Mitigation Grant Application will be submitted to the Michigan State Police by October 2010, and the subsequent planning process will take approximately 12 months with Ingham County, through mutual agreement of all Emergency Management Coordinators, acting as the pass-through agency to the Tri-County Regional Planning Commission for the planning funds.
THEREFORE BE IT RESOLVED, that the Ingham County Board of Commissioners agrees to participate in the preparation of a Regional Hazard Mitigation Plan for Ingham County and designates the Tri-County Regional Planning Commission as the planning agency responsible for the preparation of the plan with oversight provided by the Michigan State Police, Emergency Management Division.
