INGHAM COUNTY BOARD OF COMMISSIONERS
RESOLUTION TO ENTER INTO A CONTRACT
WITH THE CITY OF LANSING AND TO
ACCEPT THE FY2009 HOMELAND SECURITY GRANT PROGRAM FUNDS
RESOLUTION #10-379
WHEREAS, the Ingham County Office of Homeland Security & Emergency Management has applied for and has been approved to receive grant funds from the FY2009 Department of Homeland Security (DHS), Homeland Security Grant Program; and
WHEREAS, the purpose of these grant funds is to purchase equipment and to provide training in the Homeland Security & Emergency Management field; and
WHEREAS, the total amount of grant funds available to Ingham County agencies is $179,045.22 from the State Homeland Security Program (SHSP) and $59,681.74 from the Law Enforcement Terrorism Prevention Program (LETPP) for a total of $238,726.96; and
WHEREAS, there are a number of projects benefiting Ingham County agencies, presently approved or pending approval by the State of Michigan; and
WHEREAS, the City of Lansing has agreed to be the fiduciary agent for these grant funds.
THEREFORE BE IT RESOLVED, the Ingham County Board of Commissioners authorizes entering into a contract with the City of Lansing, to be the fiduciary agent for the FY2009 Department of Homeland Security, Homeland Security Grant Program, and the acceptance of grant funds, pending State approval, for the following Ingham County grant funded projects that in total will not exceed $238,726.96; to be expended by March 31, 2012, as follows:
Ingham County HazMat Team/Regional Response Team, not to exceed $2,000.00
Ingham County Office of Homeland Security & Emergency Management:
Rural Alert & Warning sirens, not to exceed $79,600.00;
CodeRED Mass Notification System, not to exceed $75,000.00
Explosive Detection K-9, not to exceed $12,000.00;
EOC Vision CAD Software, not to exceed $30,606.00;
Evac-U-Sling, not to exceed $39,520.96.
BE IT FURTHER RESOLVED, that the Ingham County Board of Commissioners directs the Controller/Administrator to make any necessary budget adjustments to the Ingham County Health Department, Ingham County Office of Homeland Security & Emergency Management 2011 Emergency Operations Grants and Ingham County HazMat Team budgets pending final approval by the State of Michigan.

BE IT FURTHER RESOLVED, that the Ingham County Board of Commissioners authorizes the Board Chairperson and the County Clerk to sign any necessary contract or purchase documents that are consistent with this resolution and approved as to form by the County Attorney.
