The American Rescue Plan (ARP) Act includes $56.8 million in direct local recovery assistance for Ingham County. The first half (First Tranche) was received in May, 2021 and the second half (Second Tranche) was received in May, 2022.
Ingham County’s Plan fully complies with the U.S. Treasury Department’s Interim Final ARP Rule. It guarantees that the County’s direct ARP assistance will be allocated prior to the December 31, 2024 deadline and that all ARP expenditures will be completed by December 31, 2026, as required by federal law.
The Ingham County Board of Commissioners developed this plan to strategically allocate the $56.8 million to help Ingham County fully recover and become a stronger county.
Recognizing the need to kick start the County’s recovery and address immediate needs, the Commissioners proposed two Phases to allocate funding:
• Phase I, First Tranche Funding: to address the immediate needs of Ingham County citizens and businesses that were adversely affected by COVID–19; and
• Phase II, Second Tranche Funding: to address long–term solutions regarding affordable housing, critical infrastructure, property tax assistance and the County’s financial stabilization.
